After the "potato famine" hit Ireland, many of the Irish immigrated to the USA. Hence, the term "Potato/Irish".
As you probably read in Webb's book, King James wanted to make Ireland more loyalist. Thus, he transplanted Scots from SW Scotland and Brits from NW England to the Ulster region of Ireland. That region became Northern Ireland. The transplanted Scots became known as the "Scots/Irish" when they immigrated to the USA.
Never refer to a person from Scotland as a Scotchman. Scotch is a whiskey. They are Scots.
